The Companies Ordinance, Chapter 32 of the Laws of Hong Kong governs the incorporation of a limited company in Hong Kong or registration of an oversea company, which establishes a place of business in Hong Kong. To start business in Hong Kong, there are several steps you need to pay attention to:
Business Registration
All businesses in Hong Kong must obtain a Business Registration 
Certificate from the Inland Revenue Department (IRD) within one month of the commencement of the business. The certificate must be renewed annually.
Choose an appropriate business vehicle and fill in specific forms required by the IRD:

The application has to be made to the Registrar of Companies no matter which method you choose, you need to go the Companies Registry, 14th Floor of Queensway Government Offices, 66 Queensway, Hong Kong for registration.
